The Small Business Administration's future is one of many issues facing the next president of the United States. President Bush's small business policy has focused on cutting taxes and reducing regulatory burdens. He has slashed the SBA's budget by nearly 30 percent. Taxpayers no longer subsidize the SBA's main loan program, the largest single source of long-term financing for small businesses.

Can an agency created during the Eisenhower Administration serve the needs of small businesses in the 21st century?
